Ten sectors, one approach: capacity that sticks.

We work across the sectors below, always with the same emphasis on institutional capacity development, training, policy reform advisory, and sustainable knowledge transfer.

EU Integration & Legal Approximation

Accession support, EU funds programming and coordination, and alignment with the EU acquis. From implementing the EU-Moldova Association Agreement and Ukraine's EU-alignment in the rule of law to managing IPA funds and sectoral operational programmes in Turkey, EPM helps public administrations turn EU commitments into delivery.

Justice

Rule of law, judicial reform and access to justice. EPM has delivered the Chilungamo justice and accountability programme in Malawi, supported criminal justice reform in Georgia, and strengthened competition policy in Bosnia and Herzegovina.

Parliamentary Development

Parliamentary oversight, legislative quality and citizen engagement. Through PADEM, EPM is currently strengthening the Parliament of Moldova's capacity to legislate, scrutinise and engage with citizens.

ICT & Digitalisation

Digital skills, e-governance and information technology in the public sector. EU support to Kosovo's ICT sector trained people in digital and business skills to close the skills gap and grow ICT exports.

Education & VET

Curriculum reform, teacher training and vocational education and training systems, from pre-school education in Bosnia and Herzegovina to the EU4Youth sector reform contract in North Macedonia. EPM's portfolio also spans education reform in Kyrgyzstan, Azerbaijan, Egypt, Tajikistan and Turkmenistan, and national examinations reform in Serbia.

Employment & Social Policy

Active labour market policies, social inclusion and institutional capacity for EU funds management. EPM has strengthened ISKUR's services for NEETs and jobseekers in Turkey, supported skills development and matching in Georgia, and supported the Education for Employability sector reform in South Africa.

Agriculture & Rural Development

Agricultural policy alignment, rural support services and territorial development. EPM has supported the alignment of Serbian agriculture, food safety and veterinary policy with the EU acquis, and the EU4Lankaran programme in Azerbaijan's fruit and vegetable sector.

Regional Development

Regional policy, local development and territorial cooperation. EPM has built capacity for regional competitiveness in Turkey, including the Samsun Logistics Centre and support for small industrialists, and supported sustainable tourism development in Belarus.

Governance & Public Administration Reform

Professional institutional capacity development, policy reform advisory and public administration strengthening for governments and their agencies. EPM's approach pairs strategic advice with practical, on-the-job support that leaves lasting institutional capacity.

Public Financial Management

Strengthening public budgeting, internal control and audit in line with EU standards. Recent work includes supporting the automation of core public finance management operations in Turkmenistan and making the central harmonisation units for public internal financial control in Bosnia and Herzegovina fully operational.
