EPM is a management and development consultancy based in Riga, Latvia, providing technical assistance to public sector clients — from national to local level — within EU external development aid projects. Since 2007 we have implemented a large number of EuropeAid and other donor-funded projects across a wide range of sectors.

An active consortium partner
While EPM consistently takes the role of partner rather than lead, we aim to be an active one. Depending on the assignment, this can include:
- Helping to set up and structure the consortium itself during the tendering phase.
- Identifying and proposing Key Expert and Non-Key Expert candidates for the technical offer.
- Contributing directly to proposal and methodology drafting.
- Identifying, mobilising and contracting experts during implementation.
- Organising study visits, particularly those bringing Latvian and Baltic institutional expertise to partner countries.
We’re able to take on a substantial share of contract implementation — which lead firms often value, since an actively contributing partner reduces their own administrative and coordination burden.
Our track record
EPM typically operates as a specialist technical partner within international consortia, alongside firms such as DAI Global, Weglobal, GOPA and ICON-INSTITUT. Current and recent contracts range from roughly €1.4 million to €7.4 million in value, spanning Moldova, Ukraine, Bosnia and Herzegovina, Serbia, North Macedonia, Kosovo, Turkey, Georgia, Azerbaijan, Malawi and South Africa.
Several of these relationships are sustained rather than one-off. EPM has delivered three consecutive contracts for Turkey’s national employment service (İŞKUR), covering job and vocational counselling, NEET-focused active labour market policy, and institutional capacity building under IPA-funded sector reform. We have also recently completed a World Bank-funded assignment supporting whole-school improvement and national assessment reform for Georgia’s Ministry of Education and Science.
