What your institution gains

International experience for your staff. Short- and long-term secondments give your experts hands-on exposure to institutional reform in another country — experience that’s hard to build any other way, and that strengthens their standing back home.

A platform to share your country’s experience. Every reform journey — EU accession, public administration modernisation, sector-specific reform — is a body of practical know-how. International projects let your institution package and share that experience directly with counterparts still working through similar challenges.

Study visits to your institution. Technical assistance projects bring delegations from partner countries to see your practices and systems first-hand. Hosting those visits is a source of visibility and peer exchange for your staff, without anyone needing to travel.

Recognition and a stronger network. Being named as a source of expertise on an EU-funded project is a credential for your institution and your staff, and it opens relationships with peer administrations, EU Delegations and other technical assistance providers that often lead to further cooperation.

Minimal administrative burden. EPM handles the contracting, logistics, reporting and coordination. Your institution’s role is to provide the expertise — we take care of the rest.

How we work together

• Short- and long-term expert secondment — your staff join project teams as Key or Non-Key Experts, contributing hands-on technical assistance in their area of expertise
• Hosting study visits and study tours — welcoming delegations from partner countries to see your institution’s practices and systems in action
• Contributing to training design — case studies, methodologies and practical materials drawn from your institution’s own reform experience
• Formal cooperation agreements — for institutions that want an ongoing channel for expert mobilisation, we can set up a standing cooperation framework or memorandum of understanding

Who we’re looking to work with

We’re particularly interested in hearing from:

• Ministries and government agencies with recent, well-documented reform experience (EU accession, public administration reform, digitalisation, sector-specific policy reform)
• Regulatory bodies, statistical offices and other specialised public institutions with technical expertise relevant to our project sectors
• Training institutes, academies and centres of excellence within public administration
• Any public body — particularly in the Baltic States and wider EU — with senior staff willing to take on short-term international assignments

Our experience working with institutional partners

We’ve built close, ongoing relationships with public institutions across the Baltic States, drawing on their staff as long- and short-term experts for EU-funded projects, and organising study visits and training that bring partner-country officials to Latvia to learn directly from local institutions. These relationships work because they’re mutually useful: institutions gain international exposure and a stronger network; we gain access to real, credible, in-country expertise for our project teams.
