Support for Structured Policy Dialogue and Legal Approximation in Moldova

With the signing of the EU-Moldova Association Agreement, including a Deep and Comprehensive Free Trade Area (DCFTA), Moldova began a comprehensive public administration reform journey toward political association and economic integration with the EU. This DAI-led technical assistance project strengthened the strategic framework of public administration reform and increased the capacities of the Government and other key national institutions to implement EU accession-related commitments across all sectors. EPM provided the Key Expert 2 in institutional reform and legal approximation, together with a pool of non-key experts.

Components

• Structured policy dialogue with civil society involvement
• Improved policy development and coordination (PDC) mechanisms for budgeting of strategic documents and action plans
• Legal approximation across sectors
• A single IT system for strategic planning and monitoring of EU-related commitments (e-Monitoring)

Activities

• Enhanced structured policy dialogue and public consultation through the particip.gov.md platform, integrated with the e-government ecosystem
• Standardised costing and regulatory impact assessment methodologies, including the Easy Costing Tool and training for civil servants
• On-the-job training for over 400 legal drafters from line ministries and capacity building for the Centre for Legal Approximation and Parliament Legal Department
• Sector gap assessments in competition, State aid, consumer protection, market surveillance, environment and ICT
• Peer exchanges and study visits to EU Member States and Eastern Partnership countries, including a TAIEX visit to Latvia
