Strengthening Ukraine's EU-Alignment in the Rule of Law (3E4U)

Strengthening Ukraine’s EU Alignment in the Rule of Law (3E4U) is a GIZ project commissioned by the German Federal Foreign Office to assist the government of Ukraine in aligning legislation with the EU acquis, focusing on the negotiation chapters on Judiciary and Fundamental Rights (Chapter 23) and Justice, Freedom and Security (Chapter 24). EPM provides the core elements of the “Expert Platform for the support of EU alignment in the rule of law”.

Components

• Capacity building and support through trainings, workshops and on-the-job support for Ukrainian officials
• Facilitation of knowledge exchange and strategic advice on the EU acquis and local legal systems
• Legal advice and analysis of laws, draft laws, opinions and recommendations

Activities

• Preparation and delivery of workshops, on-the-job trainings and lectures on EU alignment in anti-corruption, fundamental rights, and criminal law and enforcement
• Analysis of existing legislation and draft laws, and drafting proposals for amendments of laws and by-laws
• Advice on strategic documents, screening documents, road maps and action plans, and support to legal drafting of laws adapted to the EU acquis
• Drafting and review of handbooks and studies, and ad-hoc consultations on immediate queries from Ukrainian partners
