Strengthening Parliamentary Democracy in Moldova (PADEM)

The project supports the Parliament of the Republic of Moldova in strengthening its legislative, oversight and representative functions in the context of democratic governance reforms and Moldova’s EU integration process. Its overall objective is to improve the effectiveness, transparency and inclusiveness of parliamentary work by strengthening institutional capacities, internal procedures and cooperation with stakeholders.

Activities

• Advisory support to improve legislative procedures, internal rules and organisational arrangements of the Parliament, and to strengthen the scrutiny and quality of draft legislation
• Technical assistance and capacity building to enhance parliamentary oversight of the executive, including oversight tools, procedures and accountability mechanisms
• Support for transparency, access to information, public participation and engagement of civil society, experts and stakeholders
• Training, workshops and capacity-building for Members of Parliament and parliamentary staff
• Mobilisation and coordination of short-term national and international experts, and peer exchanges and study visits with EU Member State parliaments
