Increasing the Efficiency and Productivity of IPA Funds in Turkey

The overall objective is to further increase and consolidate the administrative capacity of the Turkish administration for more effective and efficient management and absorption of IPA funds, strengthening NIPAC and other institutions in strategic planning and programming, project pipeline development and prioritisation, tendering support, and monitoring and evaluation.

Activities

• Training needs analysis for NIPAC and other stakeholders, and support to strategy, roadmap and annual plans for IPA III
• Update of the Information Management System and preparation of project pipeline guidelines
• Development of a performance framework for monitoring and evaluation, and a gap analysis of the monitoring framework
• Support to DEAU’s capacity for coordination of Union Programmes, and advisory and capacity-building events for beneficiary institutions
• Organisation of events for cross-border cooperation programmes and a strategic environmental assessment
