Sector Reform Performance Contract (EU4Youth) in North Macedonia

The overall objective is effective implementation of the Youth Guarantee scheme to increase youth employment and advance VET reform, the establishment of Regional VET centres, and to reduce the gap between skills and labour market needs. The project strengthens national authorities’ capacity to implement sector reforms under the Sector Reform Performance Contract (SRPC) “EU for Youth”.

Components

• Building the capacity of national authorities for design, implementation, monitoring and reporting on sector reforms based on evidence and gender analysis
• Systematic application of tracer system methodologies for VET providers and the Youth Guarantee
• Monitoring and assessment of the SRPC general and specific conditions
• Raising awareness of stakeholders, media and the public on youth employment results

Activities

• Assessment and capacity building of the Ministries of Education and Science, Labour and Social Policy, and Finance to build and implement credible sector policy and budget sector policies
• Gender analysis and impact assessment of VET and employment policies, and support for gender budgeting
• Piloting and roll-out of the VET tracer system in schools and adult education providers
• Assessment of employment, social reform, macroeconomic and public financial management progress under the SRPC
• Communication, information and visibility materials, media relations and events on the Youth Guarantee and VET programmes
