Shortlist – TA for Improving the Quality of VET in Turkey

Project Title:

Technical Assistance for Improving the Quality of Vocational Education and Training through Establishment of Sectoral Centres of Excellence

Contract Description:

The objective of the contract is to increase quality of vocational and technical education by developing the knowledge, skills and competencies in line with the EQARF[1] and EQAVET[2] through training of administrative and teaching staff of the Directorate General for Vocational Education and Training (DG VET) and relevant stakeholders; improving learning environments; providing VET as an attractive option for students, increasing cooperation between schools, social partners and private sector through establishment of Sectoral Centres of Excellence (SCoE).

More specifically, effectiveness of quality assurance system (QAS) currently implemented by the DG VET will be increased especially through ad-hoc consultancy and trainings provided to the staff of DG VET and relevant stakeholders. Activities such as trainings, meetings will be organized in order to increase participation of private sector to the implementation process of the QAS. Principles and procedures of the SCoE will be developed as part of in-service training system of the DG VET. Theoretical and practical trainings will be provided to the staff of SCoE on planning, preparing training programs and coordinating on the job trainings for development and updating knowledge of VET teachers. Various theoretical and practical trainings such as material development; usage of training materials; vocational guidance and career consultancy; foreign language, mathematics and science applications oriented to vocational and technical education will be given to the VET teachers. Besides, awareness raising activities to promote vocational and technical education will be organised. A pilot implementation of the modular credit passing system will be conducted and feasibility report on this system will be prepared.

SHORTLIST – Curriculum Development in Vocational Education and Training Schools in Cyprus

Contract Description:

The purpose of this contract is to support the preparation of a new modularised curriculum, based on the revised Occupational Standards (OS) for all occupations delivered at the VET schools, with the aim of increasing knowledge, skills and competences of students and their employability, and thus better linking the education programmes with the labour market needs. The action will also contribute to developing the capacity of all VET teachers to revise and utilise the newly developed modularised curriculum. The technical assistance services to be provided will build on the progress made during the previous EU funded projects VETLAM I and VETLAM II.

The action will specifically focus on the following:

  • prepare a methodology for the preparation and revision of the curriculum;
  • develop the capacity of teachers on preparation and revision of the new modularised curriculum;
  • with the participation of locally developed capacity prepare the new modularised curriculum and the linked training materials for VET programmes based on the revised OS;
  • prepare the testing and evaluation mechanism linked to the newly developed training curricula;
  • set up 3 resource centres.

Shortlist – Skills for Employment and Social Inclusion Programme in Jordan

Title: Technical Assistance to the Skills for Employment and Social Inclusion Programme

Contract description:

The overall programme, of which this contract will be part, includes a budget support and complementary services. A technical assistance under this contract, mobilizing a number of long and short term experts, will be provided to support the implementation of the budget support programme and to provide technical assistance and capacity building services targeting the following Ministries and institutions (Labour, Education, Higher Education, Social Development, ETVET Council Secretariat and their related institutions) as well as the social partners and CSOs.

This contract will provide capacity building & technical assistance related to the employment and technical vocational education and training (TVET) sector areas including among others governance and policy development and planning, financial and human resources management, results oriented monitoring, quality assurance and accreditation, teacher training, curricula development for employability, active labour market measures and studies, employment surveys and job matching, social partners and civil society partnership and social inclusion assistance. Professional assistance is also required for the design and the implementation of a communication strategy and for ensuring the visibility of EU assistance.

Award – Enhancing the Employability of Youth and Unemployed in Egypt

European Projects Management Ltd. has been awarded the EuropeAid project contract in Egypt, in consortium with the European Profiles S.A.:

Project Title: Enhancing the Employability of Youth and Unemployed / Low-Skilled Workers, and Improving their Transition to Employment

Value of the Contract: 4 310 000 EUR

The purpose of the contract is to improve the structure and performance of the TVET system to better respond to Egypt’s new socio-economic needs, and in particular, boosting the employability of youth and increasing the country’s competitiveness.

The overall objective of this contract:

  • Developing a methodology to identify, collect, structure and analyse the demand for skills; testing/experimenting/implementing the identified methodology in pilot economic sectors (Tourism, Renewable Energies, Building & Construction, Agribusiness, Food processing and Engineering including RMG), selected on the basis of their potential for growth and employment;
  • Based on the results of studies carried out to identify the needed skills, occupational requirements and existing gaps in the selected pilot sectors, developing / adjusting skills programmes in order to meet the labour market needs and to contribute to the employment of youth/job seekers as well as to the up-skilling of workers;
  • Developing and operationalising career guidance and counselling services in the TVET institutions;
  • Initiating a national structure responsible for the Labour Market Information System (LMIS) and operationalising the LMIS;
  • Reviewing, activating and enhancing the Ministry of Technical Education and Training (MoTET) transition to employment units at the central, governorates, and schools levels.
