Project Title:

Increasing attractiveness, inclusiveness and relevance of VET and Adult Education

Contract Description:

The aim of this contract is to increase the attractiveness, inclusiveness and relevance of vocational education and training and the development potential of youth, adults and the business community. This is to be done through the introduction and support to the establishment of Regional VET Centres; an excellent opportunity to optimise  investments by adapting VET to the labour market and local business community needs, thereby reducing the gap between supply and demand for skills.  Activities include the development, upgrading and implementation of procedures for validation of non-formal and informal learning as an important path towards quality of education for adults, the development and implementation of programmes for post-secondary education, and alignment of the national systems of VET and Adult Education with the EQAVET.

 TECHNICAL ASSISTANCE TO SUPPORT THE IMPLEMENTATION OF REFORMS IN THE SECTOR OF SOCIAL PROTECTION, EMPLOYMENT, VOCATIONAL EDUCATION & VET AND INCLUSIVE EDUCATION IN ALBANIA

Contract Description:

This service contract will provide a technical assistance (TA) to the programme “EU support to Social Inclusion under IPA 2019“. The programme aims to strengthen social inclusion by increasing coverage, inclusiveness and effectiveness of social care services, the provision of inclusive education and employment opportunities. The action supports populations at risk of poverty and social exclusion – including at risk youth, men and women, people with disabilities and minorities.

The technical assistance will provide support and strengthen the capacities of the Ministry of Health and Social Protection; Ministry of Education, Youth and Sports; Ministry of Finance and Economy and, their subordinate institutions and partners, and local government units, to coordinate and implement national reforms in the context of the Social Protection Strategy (2015-2020, ext. 2022), the National Employment and Skills Strategy 2020 (NESS, under ext. 2022), and the National Strategy for Pre-University Education (2014-2020). These activities include reinforcing both the implementation of the new legislation and coordination mechanisms on policy design, monitoring and reporting in the context of the National Strategy for Decentralization and Local Government (2015-2020). More specifically the contractors will provide the services to achieve the following results:

  • Enhanced policy coordination for implementation of social inclusion reforms, through support to IPMG (Integrated Policy Management Group) and Thematic Groups covering Education, Employment, Social Protection and Inclusion, coordination of central and local level as well as increased understanding and awareness of implementation of strategies;
  • Improved regulatory framework for modern social care practice streamlining the service delivery architecture of social care services, the monitoring and inspection and quality assurance functions;
  • Improved capacities of MoHSP (Ministry of Health and Social Protection), local governments and other stakeholders for the establishment of a functional integrated system of social and community care services in local government;
  • Enhanced capacities of the MEYS (Ministry of Education Youth and Sports) and other stakeholders for the implementation of inclusive education in schools which ensure improved child well-being in schools, quality assurance and inspection systems in public pre-university education system;
  • Increased inclusion in the labour market and employability of youth, women and men and populations at-risk of exclusion;
  • Extended vocational education and training offer to all municipalities (including rural areas) and to the most at risk groups (girls and women in rural areas; people with disabilities; Roma and Egyptian communities; youth not in employment and training etc);
  • Providing support to the overall communication and visibility of the  EU support to Social Inclusion Programme;
  • And other support activities, as relevant.

Contract Description:

The objective of this contract is to contribute to the implementation of the National Employment and Strategy (NESS) action plan 2019 – 2022 through support in the following areas:

  • Support to strengthen the capacities of the National Agency for Employment and Skills  in designing, delivering and monitoring high quality employment programmes and services, targeted to the needs of the unemployed jobseekers, as per the New Service Model
  • Support the National Employment and Skills Agency in elaborating a medium-term development plan for providers of vocational education and training and developing mechanisms to improve strategic planning, to improve quality of VET offer and measure impact of VET policies.

Shortlist – TA for Improving the Quality of VET in Turkey

Project Title:

Technical Assistance for Improving the Quality of Vocational Education and Training through Establishment of Sectoral Centres of Excellence

Contract Description:

The objective of the contract is to increase quality of vocational and technical education by developing the knowledge, skills and competencies in line with the EQARF[1] and EQAVET[2] through training of administrative and teaching staff of the Directorate General for Vocational Education and Training (DG VET) and relevant stakeholders; improving learning environments; providing VET as an attractive option for students, increasing cooperation between schools, social partners and private sector through establishment of Sectoral Centres of Excellence (SCoE).

More specifically, effectiveness of quality assurance system (QAS) currently implemented by the DG VET will be increased especially through ad-hoc consultancy and trainings provided to the staff of DG VET and relevant stakeholders. Activities such as trainings, meetings will be organized in order to increase participation of private sector to the implementation process of the QAS. Principles and procedures of the SCoE will be developed as part of in-service training system of the DG VET. Theoretical and practical trainings will be provided to the staff of SCoE on planning, preparing training programs and coordinating on the job trainings for development and updating knowledge of VET teachers. Various theoretical and practical trainings such as material development; usage of training materials; vocational guidance and career consultancy; foreign language, mathematics and science applications oriented to vocational and technical education will be given to the VET teachers. Besides, awareness raising activities to promote vocational and technical education will be organised. A pilot implementation of the modular credit passing system will be conducted and feasibility report on this system will be prepared.
