Key Expert 2: Senior State Aid Expert

Project Title:


Technical Assistance on alignment of Ukraine’s competition and State aid frameworks with the EU acquis

Location:

Position:

Key Expert 2: Senior State Aid Expert, minimum of 550 FTE

Qualifications and Skills:

  • 2.1 At least a Master’s degree (or equivalent) in law, economics, public administration, public policy, European studies or another discipline directly relevant to State aid control or a bachelor’s degree in the same fields plus at least 880 FTE of relevant professional experience in addition to requirement 2.4.
  • 2.2 Advanced English language skills of at least level C1 (understanding, speaking, writing in accordance with CEFR).
  • 2.3 Asset: A good command of Ukrainian of at least B2 (understanding, speaking, writing in accordance with CEFR).

General Professional Experience:

  • 2.4 At least 2 200 FTE of professional experience directly related to Chapter 8 (Competition Policy) of the EU acquis, specifically in the area of State aid control, State aid enforcement, State aid monitoring.

Specific Professional Experience:

  • 2.5 At least 1 100 FTE16 of professional experience within or in support of one or more of the following institutions: an EU Member State State aid authority or State aid coordination body, DG Competition of the European Commission, a State aid authority or State aid coordination body of an EU candidate country, performing tasks directly related to State aid assessment, State aid monitoring, State aid enforcement, compatibility assessment, notification procedures or recovery procedures.
  • 2.6 Asset: At least 220 FTE17 of recent professional experience (within the past six (6) years) supporting an EU candidate country in the EU accession process in the area of State aid or SGEI/PSO frameworks under Chapter 8 (Competition Policy), including screening, acquis approximation, negotiation inputs or enlargement reporting.
  • 2.7 Asset: Experience in at least one assignment related to the development, implementation or application of SGEI/PSO compensation frameworks in the context of EU State aid rules.

Key Expert 1: Team Leader, Antitrust and Merger Control Senior Expert, minimum of 660 FTE 

Qualifications and Skills:

  • 1.1 At least a Master’s degree (or equivalent) in law, economics, public administration, public policy, European studies or another discipline directly relevant to competition policy or a bachelor’s degree in the same fields plus at least 880 FTE of relevant professional experience in addition to requirement 1.4. 
  • 1.2 Advanced English language skills of at least level C1 (understanding, speaking, writing in accordance with the Common European Framework of Reference for Languages (CEFR)). 
  • 1.3 Asset: A good command of Ukrainian of at least B2 (understanding, speaking, writing in accordance with CEFR). 

General Professional Experience:

  • 1.4 At least 2 200 FTE of professional experience directly related to Chapter 8 (Competition Policy) of the EU acquis. 

Specific Professional Experience:

  • 1.5 At least 1 100 FTE of professional experience within or in support of one or more of the following institutions: an EU Member State national competition authority, DG Competition of the European Commission, a competition authority of an EU candidate country, performing tasks directly related to antitrust enforcement, merger control or competition enforcement procedures. 
  • 1.6 Asset: Experience as team leader, deputy team leader, project manager or similar coordination role in at least one EU-funded or donor-funded technical assistance project related to competition policy, competition law or approximation to the EU acquis, with a minimum project duration of twenty-four (24) months. 
  • 1.7 Asset: At least 220 FTE of recent professional experience (within the past six (6) years) supporting an EU candidate country in the EU accession process in the area of antitrust, merger control or competition enforcement under Chapter 8 (Competition Policy), including screening, acquis approximation, negotiation inputs or enlargement reporting.

The aim of the project is strengthen the competition policy and State aid policy
frameworks of Ukraine in line with EU legislation and practices. The primary beneficiary will be
the Antimonopoly Committee of Ukraine.

Key expert 1: Team Leader PAR

Qualifications and Skills:

  • At least a master degree (or equivalent) in public administration, political sciences, European studies, finance, public policy, international relations, economics, law or directly related field; or a bachelor degree in the same field(s) plus at least 880 FTE (Full Time Equivalent) of relevant professional experience.
  • Advanced English language skills of at least level C1 (understanding, speaking, writing) required;
  • Asset: language skills in Ukrainian of at least level B2 (understanding, speaking, writing).

General Professional Experience:

  • At least 2 200 FTE of professional experience relating to the formulation or implementation of policy, legislation, institutional reform or support programmes in the areas of public administration, or civil service reform, or good governance.

Specific Professional Experience:

  • At least 660 FTE of experience as civil/public servant in a public administration institution(s) or body(ies) of an EU Member State or EU Candidate country at a senior management position with responsibilities linked public administration reform and good governance.
  • At least 1 experience of minimum 12 months duration in managing cross-governmental policy planning and coordination of reforms.
  • Proven management experience as key expert or component leader (or similar) in at least 1 technical assistance or consultancy project of minimum 12 months’ duration.
  • Asset: experience with the Ukrainian public administration reform.

Location: Kiev, Ukraine (70%) and home-based (30%).
Estimated Duration & Input: indicatively minimum 300 working days.

  • At least 1 experience of minimum 12 months duration in horizontal cross-governmental policy planning and coordination of reforms.
  • Proven management experience such as Team or Project Leader (or similar) in at least 2 technical assistance or consultancy projects, each assignment of minimum 12 months’ duration.
  • Asset: professional experience with the Ukrainian public administration reform.

Location: Kiev, Ukraine (70%) and home-based (30%).
Estimated Duration & Input: indicatively minimum 660 working days.
