Contract description:

The Contract aims at fostering the process of accession negotiations of the Republic of Serbia by supporting the effective alignment of national legislation with the acquis and its implementation and by further building the capacities of involved stakeholders — carriers ofEU integration process in Serbia.

The Contract will provide assistance in:

  • enhancing compatibility of national legislation with EU legislation and its effective implementation.
  • strengthening capacities of relevant national structures for successful carrying out of accession negotiations.

The main Beneficiary will be the Serbian Ministry of the European Integration.

The main activities will be to provide support to national administration in drafting Acquis-compliant legislation, including timely elaboration of necessary by-laws, instructions and other interpretative materials, training plans and other instruments necessary for implementation of adopted legislation, preparing national administration for the practical aspects and challenges in the implementation of harmonised regulations, support in establishing functional coordination mechanisms to facilitate implementation and support of national negotiating structures in preparation for the meetings of intergovernmental conference intended for the provisional closure of respective chapters,

Shortlist – Education Reform in Serbia

Title: Capacity building of relevant institutions under the Sector reform contract for Education Reform in Serbia – strengthening links with employment and social inclusion

Contract description:

The contract is to support the Beneficiaries (namely the Ministry of Education, Science and Technological Development, Institute for Development of Education, Institute for Evaluation of the Quality of Education, National Councils in charge of education) to ensure a timely, efficient and effective implementation of the Sector Reform Performance Contract (SRPC) to be implemented under the IPA 2016 national programme.

The contract will aim to support the implementation, coordination and monitoring of the education reform agenda, including: a) building institutional and human capacity building of key institutions to apply a sector-wide approach in the education sector; b) supporting better evidence-based policy making, monitoring and reporting in education; c) supporting the improvement of quality assurance mechanisms across the education sector; d) providing support for raising awareness and visibility of education reforms and their benefits for Serbian citizens, and e) supporting an effective implementation of the SRPC and maintaining a continued policy dialogue.

Shortlist – Implementation of the EU-Georgia Association Agreement

Title: Facility for the implementation of the EU-Georgia Association Agreement – II

Contract description:

The objective of the contract is to strengthen Georgian public institutions capacity to comply with commitments set out in the EU-Georgia Association Agreement (AA) including Deep and Comprehensive Free Trade Area and other joint documents. The project shall contribute to further strengthening 1- the coordination, monitoring, reporting on and awareness of the implementation of the AA, 2- the implementation of required legal and institutional reforms and coordination and monitoring of EU assistance, 3- the communication on EU-Georgia Agreements and key initiatives. Support will be principally provided to Government institutions as well as Parliament.

Shortlist – Preschool Education System Reform in Serbia

Title:Support to Preschool Education System Reform

Contract description:

The purpose of this contract is to help the Republic of Serbia to further develop preschool education system in 50 Local Self Governments (LSGs). At least three main results are expected:

  1. Professional capacities of LSGs to plan and manage preschool education strengthened. This should comprise at least the following activities:
    • Trainings and consultation for at least 200 responsible persons in 50 LSGs on development and implementation of local strategy and/or action plan and on optimisation, adequate management and budgeting of the network of preschool institutions on local level,
    • Preparation of guidelines for development of local preschool strategies and action plans,
    • Development and implementation of awareness raising campaign on importance of involving children in preschool education, especially vulnerable groups,
    • Support for the preparation of the network optimisation act for each LSG, including analytical work for its preparation.
  2. Professional competences of preschool institutions staff improved in line with Preschool Curriculum Framework. This should comprise at least the following activities:
    • Trainings for 1500 teachers and 100 mentors for the implementation of the new Preschool Curriculum Framework,
    • Support 50 of preschool institutions to develop their diversified preschool programs in line with the new Preschool Curriculum Framework,
    • Develop informative guidelines and webpages for at least 25 preschool institutions
  3. Legislative framework in accordance with the new laws and the new Preschool Curriculum Framework developed. This should comprise at least support for the preparation of relevant by-laws.

Shortlist – Implementation of Civil Society Dialogue and Support Programmes in Turkey

Title: Technical Assistance for Implementation of Civil Society Dialogue and Civil Society Support Programmes

Contract description:

The purpose of this contract is to provide technical assistance to the Ministry for EU Affairs (MEU) for the implementation of four grant schemes (“Civil Society Support Programme II (CSSP-II)”, “Civil Society Support Programme III (CSSP-III)”, “Civil Society Dialogue V (CSD-V)” and “Civil Society Dialogue VI (CSD-VI)”) in an effective and timely manner. The Contractor will also provide assistance to the Grant Beneficiaries during the implementation of their projects. In this regard, the Contractor will realize trainings, organise opening and closing events, prepare and implement publicity and media strategies, design and deliver promotional materials, provide support to the MEU to develop a regular evaluation and assessment method for these programmes and assist MEU in the management of the consultation mechanism to improve the participation and contribution of the civil society organizations to the IPA programming process in the civil society sub-sector.
