Contract Description:

Provision of technical assistance to the Sector Budget Support implementation phase through: support to the national authorities  to strengthen their capacity for implementing sector reforms; the development of the institutional capacities and human resources for evidence-based policy making including gender analysis.  Support for systematic application of tracer system methodologies for all VET providers and Youth Guarantee and employment generation programmes. Conduct monitoring and assessments of the achievements of the general and specific conditions under the Sector Reform Performance Contract (SRPC)/Sector Budget Support related also to the performance indicators used for decision making on disbursements. Provide TA support for effective communication and information on the SRPC to the general public; the media; stakeholders and beneficiary.

Contract Description:

The purpose of the contract can be summarized as: to provide Technical Assistance (TA) team to support the National Treasury and three implementing government departments (Department of Basic Education; Department of Higher Education and Training; and the Department of Labour) in the design, administration and implementation of the Education for Employability Budget Support Sector Programme. The TA will serve as the secretarial support for the governance structures, coordination and alignment of systems amongst the three involved departments and other stakeholders, including grants implemented by civil society and coordination of donor support to establish synergies with other projects. The TA will also support government in policy dialogue and experience sharing with Europe.

Contract Description:

The overall objective of this action is to increase the capacities of the Government of the Republic of Moldova and other key national institutions in implementing the EU-Republic of Moldova Association Agenda. The specific objective of this action is to support the implementation of the Association Agreement throughout all sectors. The assignment will cover enhancement of structured policy dialogue with civil society, improvement of policy development mechanisms for adequate budgeting of strategic documents and action plans, provision of technical advice to enhance the legal approximation process as well as improvement of IT systems supporting the implementation of the Association agreement.
