Contract Description:

Assistance for improving the planning, legislative, and institutional capacity of the Ministry of Agriculture and Environmental Protection in the context of the harmonisation process and accession negotiations for negotiations Chapters i) 11 (Agriculture and Rural Development), and ii) 12 (Food Safety, Veterinary, and Phytosanitary policy). The project will also include a component aimed to raise awareness of Serbia’s efforts for achieving the EU standards in the respective areas.

AWARD – Improving the Quality of Education by Introducing Examinations at the End of Secondary Education

Contract Description:

Improve the quality of the secondary education system in the Republic of Serbia by reviewing, updating and/or introducing national final examinations in order to contribute building a knowledge-based society.

This will be done through strengthening the capacities of the Ministry of Education, Science and Technological Development and other relevant national stakeholders (notably the Institute for Evaluating the Quality of Education, the Institute for Improvement of Education, the National Education Council, the Council for Vocational and Adult Education, the National Council for Higher Education – among others) and education institutions (faculties and schools), developing exam materials, promotion and piloting of final examinations at the end of the four-year and at the end of the three-year secondary education.

Award – TA in Support of the Areas of Civil Service Reform, Parliament and the Electoral Cycle in Sierra Leone

European Projects Management Ltd. has been awarded the EuropeAid project contract in Sierra Leone, in consortium with Hulla & Co Human Dynamics.

Project Title: Technical Assistance in Support of the Governance Sector in Sierra Leone in the Areas of Civil Service Reform, Parliament and the Electoral Cycle

Value of the Contract: 3 513 650 EUR

The purpose of this contract is to support the beneficiary country, Sierra Leone, with technical assistance to deliver on the following specific objectives of the 11th EDF Action Document “Support to the governance sector in Sierra Leone”:

  • Support to the electoral cycle: Consolidation of electoral and democratic reforms allowing for improved political dialogue, following elections foreseen for 2018.
  • Parliamentary Support: enhanced legislative process, institutional relevance and effectiveness of Parliament.
  • Civil Sector Reform: Civil Service institutional capacity is improved, human and financial resources of the civil service are improved and public service delivery enhanced.
  • Technical assistance will be carried out by a team of 4 long-term key-experts complemented by a pool of non-key and short-term experts operating in Freetown.

Award – Support to Implementation of National Qualifications Framework in Azerbaijan

European Projects Management Ltd. has been awarded the EuropeAid project contract in Azerbaijan, in consortium with GOPA Consultants.

Project Title: Support to implementation of National Qualifications Framework in Azerbaijan

Value of the Contract: 2 675 665 EUR

The overall objective of the project of which this contract will be a part is to enhance the quality and relevance of the education and training system in Azerbaijan supporting economic diversification, creating opportunities for lifelong learning, and fulfilling the Education Development Strategy in line with European and international best practice.

The purpose of this contract is as follows: a functional NQF is set-up with the following specific objectives:

  • To ensure effective implementation of NQF
  • To introduce relevant education standards in pilot sectors
  • To ensure education standards support competency-based education provision
  • To improve access to lifelong learning through flexible provision, alternative progression pathways and recognition of prior learning
  • To improve assessment and QA of assessment and certification processes
  • To provide effective information and guidance for employers/sectors, providers and learners to use the NQF.

Award – Enhancing the Employability of Youth and Unemployed in Egypt

European Projects Management Ltd. has been awarded the EuropeAid project contract in Egypt, in consortium with the European Profiles S.A.:

Project Title: Enhancing the Employability of Youth and Unemployed / Low-Skilled Workers, and Improving their Transition to Employment

Project Reference: EuropeAid/137387/IH/SER/EG

Value of the Contract: 4 310 000 EUR

The purpose of the contract is to improve the structure and performance of the TVET system to better respond to Egypt’s new socio-economic needs, and in particular, boosting the employability of youth and increasing the country’s competitiveness.

The overall objective of this contract:

  • Developing a methodology to identify, collect, structure and analyse the demand for skills; testing/experimenting/implementing the identified methodology in pilot economic sectors (Tourism, Renewable Energies, Building & Construction, Agribusiness, Food processing and Engineering including RMG), selected on the basis of their potential for growth and employment;
  • Based on the results of studies carried out to identify the needed skills, occupational requirements and existing gaps in the selected pilot sectors, developing / adjusting skills programmes in order to meet the labour market needs and to contribute to the employment of youth/job seekers as well as to the up-skilling of workers;
  • Developing and operationalising career guidance and counselling services in the TVET institutions;
  • Initiating a national structure responsible for the Labour Market Information System (LMIS) and operationalising the LMIS;
  • Reviewing, activating and enhancing the Ministry of Technical Education and Training (MoTET) transition to employment units at the central, governorates, and schools levels.
