Contract Description:

Provision of technical assistance to the EU-funded Sector Reform Performance Contract (Sector Budget Support) “EU for Youth” which aims at improving the vocational qualification, skills and preparedness of young people to enter the labour market and implementation of the Youth Guarantee scheme in the country. More specifically, the technical assistance involves 1). strengthening of the capacities of the national authorities to design, implement and report on sector reforms and ensure sector policies are based on evidence and use of gender analysis in the reform process; 2). support for systematic application of tracer system methodologies for all VET providers and Youth Guarantee and employment generation programmes; 3). monitoring and assessment of the achievements of the general and specific conditions under the Sector Reform Performance Contract; and 4). raising the awareness of the stakeholders, media and general public on the achievements in improving the employment rate for young women and men.

Contract Description:

Provision of technical assistance to the Sector Budget Support implementation phase through: support to the national authorities  to strengthen their capacity for implementing sector reforms; the development of the institutional capacities and human resources for evidence-based policy making including gender analysis.  Support for systematic application of tracer system methodologies for all VET providers and Youth Guarantee and employment generation programmes. Conduct monitoring and assessments of the achievements of the general and specific conditions under the Sector Reform Performance Contract (SRPC)/Sector Budget Support related also to the performance indicators used for decision making on disbursements. Provide TA support for effective communication and information on the SRPC to the general public; the media; stakeholders and beneficiary.

Shortlist – Empowering Women through Cooperatives in Turkey

Technical Assistance for Empowering Women through Cooperatives

Contract Description:

The objective of the contract is to contribute to increase women employment and empower women through promoting and supporting women’s cooperatives. Trainings for women with the potential to establish cooperatives/become cooperative partners/who are already cooperative partners will be delivered; a consultant pool will be established.  Institutional capacity building trainings for the staff of related institutions, NGO representatives and academics will be organized. Awareness-raising activities including an international conference and workshops will be carried out. Scientific and technical studies including researches on good practices and innovative fields, a mapping and clustering study on women’s cooperatives, a women’s cooperative ecosystem model will be accomplished. Local stakeholder and domestic experience sharing meetings will be organized to strengthen the coordination and cooperation mechanisms and to develop marketing networks.

Qualifications and Skills:

A Master’s degree or equivalent in education or directly related discipline (social and political sciences and humanities), or 5 years of relevant professional experience on top of the 7 years of general professional experience in basic and upper secondary, general Pre-university education required.

General Professional Experience:

  • Minimum 5, but preferably 7 years of professional experience in the education sector in basic and upper secondary, general Pre-university education.

Specific Professional Experience:

  • Experience in leading teams in at least 1 project in basic and upper secondary, general Pre-university education sector addressing textbook development processes.
  • Professional experience in the field of in basic and upper secondary, general Pre- university education in the Western Balkan Countries is considered an advantage.
