Contract Description:

The overall objective of the project is to enhance the competitiveness of Kosovo’s digital and traditional businesses by supporting growth of Kosovo’s Information and Communication Technology (ICT) sector leading to growth and new job creation.

The Specific Objectives of the project are to bridge the digital and business skills gap in a sustainable manner that will meet the needs of the market in order to increase competitiveness of Kosovo’s digital businesses, and to increase the exports of Kosovar ICT businesses and traditional businesses through the use of ICT.

The tasks to be implemented will adress the technical ICT skills gap in the market in a manner that is market driven and is able to adjust to new and emerging technologies and techniques, deliver new set of skills to Kosovo ICT Sector, enhance the business and marketing skills of ICT businesses and entrepreneurs and provide support to Kosovo ICT businesses in the internationalization of their services and products.

SHORTLIST – Curriculum Development in Vocational Education and Training Schools in Cyprus

Curriculum Development in Vocational Education and Training Schools

Contract Description:

The purpose of this contract is to support the preparation of a new modularised curriculum, based on the revised Occupational Standards (OS) for all occupations delivered at the VET schools, with the aim of increasing knowledge, skills and competences of students and their employability, and thus better linking the education programmes with the labour market needs. The action will also contribute to developing the capacity of all VET teachers to revise and utilise the newly developed modularised curriculum. The technical assistance services to be provided will build on the progress made during the previous EU funded projects VETLAM I and VETLAM II.

The action will specifically focus on the following:

  • prepare a methodology for the preparation and revision of the curriculum;
  • develop the capacity of teachers on preparation and revision of the new modularised curriculum;
  • with the participation of locally developed capacity prepare the new modularised curriculum and the linked training materials for VET programmes based on the revised OS;
  • prepare the testing and evaluation mechanism linked to the newly developed training curricula;
  • set up 3 resource centres.

SHORTLIST – EU4Digital: Improving Cyber Resilience in the Eastern Partnership Countries

 EU4Digital: Improving Cyber Resilience in the Eastern Partnership Countries (Cybersecurity component)

Eastern Neighbourhood partner countries (Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova, Ukraine)

Contract Description:

This contract refers to the Cybersecurity component (number 1) of the “EU4Digital: Improving Cyber Resilience in the Eastern Partnership Countries” regional programme.

The programme will contribute to improving the cyber-resilience and criminal justice response of EaP Partner countries and will focus on two key building blocks: (i) cybersecurity; and (ii) cybercrime. The cybersecurity component subject to this contract will focus on the development of technical and cooperation mechanisms that increase cybersecurity and preparedness against cyber-attacks, such as strengthening the institutional governance and legal framework, developing the critical information infrastructure protection, and increasing cyber incidents and crisis management capacities.

Focusing on the added value that a regional programme brings in, a sub-regional approach is also sought (e.g. activities involving only 3 countries). This is to take into account the diverse level of advancement in the cybersecurity domain in each country, the geographical and geopolitical specificities in the region, as well as the principle of differentiation. Furthermore, the implementation of this action will have to take into account the country initiatives being implemented in the cyber area, particularly those funded by the EU.

The Cyber resilience programme clearly follows the Council conclusions of 26 June 2018 on the EU External Cyber Capacity Building Guidelines and the documents referred to therein.

Title: Policy and Legal Advice Center

Contract description:

The Contract aims at fostering the process of accession negotiations of the Republic of Serbia by supporting the effective alignment of national legislation with the acquis and its implementation and by further building the capacities of involved stakeholders — carriers ofEU integration process in Serbia.

The Contract will provide assistance in:

  • enhancing compatibility of national legislation with EU legislation and its effective implementation.
  • strengthening capacities of relevant national structures for successful carrying out of accession negotiations.

The main Beneficiary will be the Serbian Ministry of the European Integration.

The main activities will be to provide support to national administration in drafting Acquis-compliant legislation, including timely elaboration of necessary by-laws, instructions and other interpretative materials, training plans and other instruments necessary for implementation of adopted legislation, preparing national administration for the practical aspects and challenges in the implementation of harmonised regulations, support in establishing functional coordination mechanisms to facilitate implementation and support of national negotiating structures in preparation for the meetings of intergovernmental conference intended for the provisional closure of respective chapters,

Shortlist – Education Reform in Serbia

Title: Capacity building of relevant institutions under the Sector reform contract for Education Reform in Serbia – strengthening links with employment and social inclusion

Contract description:

The contract is to support the Beneficiaries (namely the Ministry of Education, Science and Technological Development, Institute for Development of Education, Institute for Evaluation of the Quality of Education, National Councils in charge of education) to ensure a timely, efficient and effective implementation of the Sector Reform Performance Contract (SRPC) to be implemented under the IPA 2016 national programme.

The contract will aim to support the implementation, coordination and monitoring of the education reform agenda, including: a) building institutional and human capacity building of key institutions to apply a sector-wide approach in the education sector; b) supporting better evidence-based policy making, monitoring and reporting in education; c) supporting the improvement of quality assurance mechanisms across the education sector; d) providing support for raising awareness and visibility of education reforms and their benefits for Serbian citizens, and e) supporting an effective implementation of the SRPC and maintaining a continued policy dialogue.
