Team Leader

For Facilitating the EU Accession process through Coordination and Engagement in Moldova (FACE) / EU Integration Support Project (EUISP) in Moldova, funded by GIZ.

EPM is building a consortium for this tender and recruiting a long-term Team Leader to manage the Short-Term Expert Pool (STEP) serving the FACE and EUISP projects.

The team leader is responsible for overall management of the pool of international and national experts, coordinating individual assignments in close collaboration with the project advisors and manager, and ensuring the coherence and complementarity of services delivered at national and local level. This includes real-time monitoring of resources and implementation, staff management and assignment planning within the available budget, regular reporting, financial planning in consultation with the GIZ commission manager, and logistical support for workshops, peer-learning activities and study visits.

Qualification requirements:

• University degree in Law, Political Sciences, Governance, Public Relations, Project Management or similar
• English at C2 level
• 10 years of professional experience in or supporting the public sector
• 5 years in administrative procedures, contract management, reporting and financial administration
• 3 years of management experience with disciplinary leadership responsibility
• 2 years in development cooperation projects

Experience in Eastern Europe, ideally the Republic of Moldova, is an advantage.
