Pool 2 Experts (national expertise)

For Facilitating the EU Accession process through Coordination and Engagement in Moldova (FACE) / EU Integration Support Project (EUISP) in Moldova, funded by GIZ.

EPM is building a consortium for this tender and recruiting national experts with Moldovan experience for the Pool 2 of the Short-Term Expert Pool (STEP) serving the FACE and EUISP projects.

Pool 2 experts provide context-specific, operational and implementation-oriented support to ensure the practical application of EU-related approaches within the Moldovan legal, institutional and administrative framework. This includes supporting partner institutions in planning, coordination, implementation and monitoring of EU accession-related reforms; preparing and revising draft laws, strategies, methodologies and action plans; conducting institutional and legislative gap analyses; delivering capacity development measures; and facilitating cooperation between national institutions, local public authorities, civil society and other stakeholders.

Qualification requirements:

• University degree in Law, Political Science, Governance, Public Administration or a related field
• English at B2 level and Romanian at C2 level or native
• 7 years of professional experience in the public sector or advising public institutions
• 5 years of specific experience in policy development, public administration reform, legal approximation to the EU acquis, justice and rule of law, or strategic planning and local governance
