Pool 1 Experts (international expertise)

For Facilitating the EU Accession process through Coordination and Engagement in Moldova (FACE) / EU Integration Support Project (EUISP) in Moldova, funded by GIZ.

EPM is building a consortium for this tender and recruiting international experts for the Pool 1 of the Short-Term Expert Pool (STEP) serving the FACE and EUISP projects.

Pool 1 experts provide strategic, technical and methodological support based on the experience and good practices of EU Member States and accession countries. This includes advisory support on policy development, legislative approximation, strategic planning and coordination; preparing draft laws, strategies, reform roadmaps and analytical documents in the context of EU acquis alignment; supporting negotiation and accession processes, including responses to European Commission requests and benchmarks; conducting institutional and legislative gap analyses; delivering capacity development and peer-learning measures; and facilitating international experience exchange with EU Member States and accession countries.

Qualification requirements:

• University degree in Law, Political Sciences, Governance, Public Administration or similar
• English at C1 level
• 10 years of professional experience in the public sector or in advising the public sector in public administration, policy development, legal harmonisation, governance or institutional development
• 5 years of specific experience in policy development and/or legal approximation to the EU acquis, justice and rule of law, or strategic planning and public administration reform
• 7 years of professional experience in EU Member States or EU candidate countries, with focus on recent or ongoing accession processes
• 4 years of experience in development cooperation projects
