 Technical Assistance for Increasing Attendance and Enrolment Rates in Secondary Education

Contract Description:

The purpose of this contract is to increase attendance and enrolment rates in secondary education. To this aim, a comprehensive prevention, intervention and compensation model will be developed and implemented to increase attendance and enrolment rates in secondary education. Early Warning System will be developed to determine girls and boys at risk of early school leaving for further development of relevant measures. Guidelines and a national strategy paper will be prepared. Home visits and information meetings for parents of students who are under the risk of early school leaving will be arranged. Awareness raising activities aiming to promote the model and interventions will be conducted. Scientific and technical studies will be executed. Workshops, conferences, study visits, etc will be organized, etc.

Shortlist – EU Support Programme to National Literacy Strategy in Morocco

Technical assistance for the European Union Support Programme related to national literacy strategy

Contract Description:

The contract consists of the provision of technical assistance aimed at operationalising the EU support programme for the national literacy strategy in Morocco, the main beneficiary of which is the National Agency for the Fight against Illiteracy (Agence nationale de lutte contre l’analphabétisme – ANLCA). In accordance with the objectives set by the framework law on education, by the ANLCA roadmap and by the EU support programme, a main technical assistance (deployed at the head offices of ANLCA in Rabat) and a non-main technical assistance (for specific activities, deployed within the six target regions of the support programme) are envisaged.

Project Title:

Increasing attractiveness, inclusiveness and relevance of VET and Adult Education

Contract Description:

The aim of this contract is to increase the attractiveness, inclusiveness and relevance of vocational education and training and the development potential of youth, adults and the business community. This is to be done through the introduction and support to the establishment of Regional VET Centres; an excellent opportunity to optimise  investments by adapting VET to the labour market and local business community needs, thereby reducing the gap between supply and demand for skills.  Activities include the development, upgrading and implementation of procedures for validation of non-formal and informal learning as an important path towards quality of education for adults, the development and implementation of programmes for post-secondary education, and alignment of the national systems of VET and Adult Education with the EQAVET.

Award – Increase the Efficiency and Productivity of IPA Funds in Turkey

Strengthening of an integrated strategic approach to increase the efficiency and productivity of IPA funds during the third period (2021- 2027)

2 300 000 EUR

Contract Description:

The main objective of this service contract will be to further increase and consolidate management capacity of the Turkish administrations for increasing the efficiency and effectiveness of the EU financial assistance to Turkey. Specifically, the managerial and technical capacity of the NIPAC office, NAO and other relevant institutions will be strengthened to ensure overall coordination of strategic planning, the new programming framework, implementation, monitoring, evaluation and reporting of EU assistance under the national IPA (Instrument for Pre-Accession Assistance) programme. This intervention will operate in the transition period from 2014-2020 to 2021-2027 perspective, which will allow triangulation of experiences and lessons learned from the implementation of the previous financial assistance and use those to address more demanding IPA III framework.

Contract Description:

Provision of technical assistance to the EU-funded Sector Reform Performance Contract (Sector Budget Support) “EU for Youth” which aims at improving the vocational qualification, skills and preparedness of young people to enter the labour market and implementation of the Youth Guarantee scheme in the country. More specifically, the technical assistance involves 1). strengthening of the capacities of the national authorities to design, implement and report on sector reforms and ensure sector policies are based on evidence and use of gender analysis in the reform process; 2). support for systematic application of tracer system methodologies for all VET providers and Youth Guarantee and employment generation programmes; 3). monitoring and assessment of the achievements of the general and specific conditions under the Sector Reform Performance Contract; and 4). raising the awareness of the stakeholders, media and general public on the achievements in improving the employment rate for young women and men.
