Award – JETA Project’s Energy Skills in Kosovo

Recruitment for Implementation Consultant Services for JETA Project’s Energy Skills for the Future Activity

Contract Description:

TThe primary goal of the Energy Skills for the Future (ESF) Activity under the JETA Project is to establish high-quality, dynamic, and inclusive training programs that address the current and evolving workforce needs of Kosovo’s energy and adjacent sectors. Through a collaborative and iterative approach, the Implementation Consultant will work closely with MCA-Kosovo to refine the detailed design elements and implement a comprehensive training ecosystem that produces a skilled workforce capable of meeting employers’ qualitative and quantitative requirements. This initiative aims to bridge the critical skills gap in the energy sector while ensuring the training programs remain nimble and adaptable to the rapidly changing nature of industry needs.

A central objective of this project is to foster inclusivity and sustainability within the training programs. The Implementation Consultant will be responsible for ensuring strong representation of women and minorities at all levels—from governance and faculty to student enrollment—while implementing targeted measures to guarantee high participation and success rates among women and other socially excluded groups. By the end of the Compact period, the project will deliver fully functioning training programs supported by upgraded infrastructure and modern equipment, underpinned by sustainable business models with independent and diversified revenue sources. Through strategic coordination with partner institutions, the Energy Sector Workforce Council, donor organizations, and private sector stakeholders, this initiative will create lasting institutional capacity that serves Kosovo’s energy sector transformation for years to come.

Project Title:

Enhanced digitalization of state institutions in the judiciary and anti-corruption area

Contract Description:

The purpose of this contract is to enhance the digitalization of the Public Prosecutor Office, State Attorney Office, State Commission for Prevention of Corruption and the Ministry of Justice,. The scope of the contract covers: · Design, development and deployment of an electronic case management system for prosecution offices; · Design, development and deployment of an electronic case management system for the State Attorney Office; · Design, development and deployment of a system for tracking of corruption and organized crime cases for the Ministry of Justice; · Upgrading of case management system in State Commission for Prevention of Corruption; · Improving of IT governance and security within beneficiary institutions. The contractor will, among others, make a needs assessment, conduct a business and requirements analysis, design, develop and deploy software solutions, provide user and administrator training, provide maintenance services for the implemented solutions and assist selected beneficiary institutions in improving IT governance and in establishing, implementing, and maintaining an Information Security Management System.

Knowledge Hub for expertise and engagement on Youth – part II

The contract will provide expertise and support on knowledge and youth engagement to EC HQ services and EU Delegations in the area of youth in external action (youth participation and empowerment, youth specific issues in sectoral policies, youth mainstreaming). The Hub will also support sector specific policy and actions in this area and will provide support on: the implementation of the Youth Action Plan in EU External Action; integrating youth engagement in the implementation of Global Gateway; support the management of the EU YSB for International Partnerships and YSBs at EUD level; increasing opportunity for inclusive participation of young people in initiatives supported by EUD, etc.

Improvement of legislation, control and awareness in food safety, animal health and welfare and phytosanitary in Ukraine (ILCA III)

Position:

Key expert 2: Senior legislation expert, minimum of 720 working days

Qualifications and Skills:

  • At least a Master’s Degree (or equivalent) in food safety or sciences, or veterinary medicine or science, or animal husbandry, or phytosanitary, or agronomy / agricultural engineering, or in law, or directly related discipline, or bachelor in the same field plus four years of relevant professional experience, or in the absence of a relevant University degree eight years of relevant professional experience;
  • Education in veterinary medicine or plant health will be considered an asset;
  • Advanced English language skills of at least level C1 (understanding, speaking, writing) required. Language skills in Ukrainian or Russian of at least B2 (understanding, speaking, writing) will be considered an asset.

General Professional Experience:

  • At least 10 years of professional experience relating to the definition, implementation or review of legislation, regulatory frameworks, institutional set up, and related capacity building in fields related to agriculture and rural development.

Specific Professional Experience:

  • At least 5 years of professional experience relating to legislation and regulatory development in SPS sectors;
  • At least 2 years of professional experience in the legal alignment with EU legislation of national legislation (of EU candidate countries or non EU countries at the time of the assignment) in the sectors mentioned in criterion 2.4;
  • Recent experience (i.e. within the past ten (10) years) of participating in the implementation of technical assistance projects, each project of minimum 12 months duration and each assignment in each of these projects of minimum 6 months duration, in support to the implementation of EU acquis in the SPS sectors (re. chapter 12) in EU candidate countries or EU Member States will be considered an asset.

Qualifications and Skills:

  • At least a Master’s Degree (or equivalent) in food safety or sciences, or veterinary medicine or science, phytosanitary, or directly related discipline, or bachelor in the same field plus four years of relevant professional experience, or, in the absence of a relevant University degree, eight years of relevant professional experience.
  • Advanced English language skills of at least level C1 (understanding, speaking, writing) required. Language skills in Ukrainian or Russian of at least B2 (understanding, speaking, writing) will be considered an asset.

General Professional Experience:

  • At least 10 years of professional experience relating to food safety, implementation of veterinary activities, legislation or projects, or relating to activities in the phytosanitary or plant health sector. Such professional experience working as an employee at central government level or as an expert in a project in support to central competent authorities (central government ministry, department, agency or authority in the area mentioned above) will be considered an asset.

Specific Professional Experience:

  • Proven management experience as Team Leader (or equivalent) in at least 2 technical assistance or consultancy projects, each assignment of minimum 12 months’ duration;
  • At least 3 years of professional experience in an EU candidate country (i.e. at the time of the experience) in support to the approximation or implementation of EU acquis in the SPS sectors (re. chapter 12) mentioned in criterion 1.3;
  • Relevant recent experience (i.e. within the past ten (10) years) in an EU member state or in an EU candidate country (i.e. at the time of the experience) in support to the development or implementation of SPS11 policy or related public administration reform will be considered an asset.
