Key expert 3: Agronomist and M&E Specialist – Category 2

Project Title:

Key expert 3: Agronomist and M&E Specialist – Category 2

Qualifications and Skills:

  • Degree in Agronomy, Agricultural Engineering, or any other relevant field, or 10 years of experience in fields related to these sectors.
  • Specialized training in monitoring and evaluation.
  • Computer literacy.
  • Fluency in Portuguese (minimum C1) and English (minimum C1), oral and written.

General Professional Experience:

  • At least 5 years of professional experience in agriculture, agronomy, or rural development, including experience in technical assistance, advisory services, and extension work with farmers or agribusinesses.
  • At least 3 years of experience in agricultural investment programs, as well as proven experience in training farmers and technical staff on improved agricultural practices.
  • Proved experience in designing and implementing monitoring and evaluation frameworks.
  • At least 3 years of specific experience in developing and implementing performance indicators and M&E systems for agricultural projects including data collection, analysis and interpretation of quantitative and qualitative data.

Specific Professional Experience:

  • Minimum of 3 to 4 years of experience in a dual role combining agronomic expertise and M&E responsibilities (monitoring, data collection, results tracking, reporting).
  • Proven experience in agricultural project monitoring & evaluation: setting indicators, baseline/end-line data, field visits, reporting on outcomes/impacts.
  • Experience in agronomic assessments, crop performance, soil/irrigation/fertiliser management, value-chain linkages, and translating agronomic data into project-level indicators.
  • Familiarity with report writing, data analysis, stakeholder consultations, and use of digital tools/applications for field monitoring.
  • Experience with EU-funded or donor-financed agricultural projects is an advantage.

Location: Luanda-based (preferably in MINAGRIF, but still to be confirmed).
Estimated Duration & Input: 48 months – minimum 230 working days per year.

Project Title:

Key expert 2: Agro-Economist – Category 1

Qualifications and Skills:

  • Master’s degree in Agribusiness, Agricultural Economics, Rural Development or any other relevant field, or 10 years of experience in fields related to these sectors.
  • Additional training in Entrepreneurship, Agricultural Marketing, value chain development, private sector strengthening, market analysis, linking farmers with markets or equivalent 5 years of experience in these sectors.
  • Computer literacy.
  • Fluency in Portuguese (minimum C1) and English (minimum C1), oral and written.

General Professional Experience:

  • At least 8 years of experience in agricultural financing and the development of agri-SMEs.
  • At least 5 years of experience in value chains development and promoting entrepreneurship including strengthening stakeholders’ (farmers organizations, NGOs, private sector…) capacities in the agricultural sector.
  • Experience with EU procedures and financing instruments is an advantage.

Specific Professional Experience:

  • Minimum 4 to 5 years of experience as an Agro-Economist or in a similar expert role within donor-funded technical assistance or investment programmes.
  • Proven experience in agricultural value chain analysis, market assessments, or agribusiness investment studies.
  • Experience in cost-benefit analysis, feasibility studies, or financial/economic modelling for
    agricultural or rural investment projects.
  • Demonstrated experience in designing or implementing programmes that support private
    investment in agriculture, including public-private partnerships (PPPs) or blended finance
    mechanisms.
  • Experience with monitoring and evaluation (M&E) frameworks, and contribution to policy
    dialogue on agricultural investment or economic development.
  • Familiarity with EU procedures, project cycle management (PCM), and results-based
    management (RBM) is a strong advantage.

Location: Huambo-based
Estimated Duration & Input: 48 months – minimum 230 days input per year.

Key expert 1: Team Leader & Institutional Coordination – category 1

Project Title:

Technical assistance to support the implementation, monitoring, and follow-up of the AGRINVEST

Key expert 1: Team Leader & Institutional Coordination – category 1

Qualifications and Skills:

  • Master’s degree in economics, social sciences, public administration, international development or any other relevant field, or 20 years of experience in fields related to these sectors.
  • The candidate must demonstrate skills in leadership, coordination of multidisciplinary teams, communication, and negotiation, with at least 5 years of experience as a team leader.
  • Full computer literacy.
  • Fluency in Portuguese (minimum C1) and English (minimum C1), oral and written.

General Professional Experience:

  • At least 12 years of experience in coordination of technical assistance on socio-economic development projects, with proven experience in managing international teams and complex, multidimensional projects, preferably in sub-Saharan Africa.
  • At least 5 years of experience, or across 10 assignments related to the implementation of financing instruments (grant schemes, loans and guarantees), preferably in the agrifood sector.
  • Experience with EU procedures and financing instruments will be a significant advantage.
  • Experience related to value chains in strategic corridors is an advantage.

Specific Professional Experience:

  • Proven experience as Team Leader (or equivalent senior role) in at least 2 (or more) technical assistance/consultancy assignments, preferably each of at least 12 months duration (or equivalent full-time input).
  • Demonstrated experience in designing, implementing, monitoring and reporting on large-scale agribusiness / investment / grant programmes in developing countries (especially in Sub-Saharan Africa).
  • Experience with institutional coordination: working with donor delegations, ministries, public agencies and private sector actors to ensure programme coherence, stakeholder engagement, governance, monitoring & evaluation.
  • Strong experience of using or supporting financial instruments such as grant schemes, blended finance, or similar public-private financing mechanisms in agribusiness or rural development.
  • At least several years of recent experience (e.g. within the last 5-10 years) working in a partner country context (ideally Angola or a comparable Sub-Saharan Africa country) in the agribusiness sector or value-chain development.

Contract Description:

Technical assistance will support the delegation and all stakeholders involved, in the programme’s implementation. This assistance will support the general coordination of the program, by providing strategic guidance to ensure effective coordination, coherence, and efficiency of activities. Furthermore the technical assistance is required to support the achievement of the Action’s objectives (Agribusiness Development) and meet the operational expectations in terms of management, coordination and targets. This support requires proficiency in effectively applying various financial instruments, including Grant Schemes, Blended Finance, and EFSD+, in addition to offering specific expertise as necessary. The consultancy services will contribute to all the programme specific objectives by ensuring articulation, complementarity, and visibility. They will assist in operational monitoring by tracking project progress, identifying challenges, and continuously evaluating performance to enable timely adjustments. Moreover, the consultancy will organize Technical Monitoring Committees, Steering Committees, stakeholder consultations, and events as required, acting as the secretariat and facilitating stakeholders communication. Additionally, the consultancy will remain informed on sector developments in Angola, providing expertise in specialized fields when required, and will pursue synergies with other initiatives to enhance the programme’s impact and coherence.

Recruitment for Implementation Consultant Services for JETA Project’s Energy Skills for the Future Activity

Contract Description:

TThe primary goal of the Energy Skills for the Future (ESF) Activity under the JETA Project is to establish high-quality, dynamic, and inclusive training programs that address the current and evolving workforce needs of Kosovo’s energy and adjacent sectors. Through a collaborative and iterative approach, the Implementation Consultant will work closely with MCA-Kosovo to refine the detailed design elements and implement a comprehensive training ecosystem that produces a skilled workforce capable of meeting employers’ qualitative and quantitative requirements. This initiative aims to bridge the critical skills gap in the energy sector while ensuring the training programs remain nimble and adaptable to the rapidly changing nature of industry needs.

A central objective of this project is to foster inclusivity and sustainability within the training programs. The Implementation Consultant will be responsible for ensuring strong representation of women and minorities at all levels—from governance and faculty to student enrollment—while implementing targeted measures to guarantee high participation and success rates among women and other socially excluded groups. By the end of the Compact period, the project will deliver fully functioning training programs supported by upgraded infrastructure and modern equipment, underpinned by sustainable business models with independent and diversified revenue sources. Through strategic coordination with partner institutions, the Energy Sector Workforce Council, donor organizations, and private sector stakeholders, this initiative will create lasting institutional capacity that serves Kosovo’s energy sector transformation for years to come.
