Contract description:

Improve the quality of the secondary education system in the Republic of Serbia by reviewing, updating and/or introducing national final examinations in order to contribute building a knowledge-based society.

This will be done through strengthening the capacities of the Ministry of Education, Science and Technological Development and other relevant national stakeholders (notably the Institute for Evaluating the Quality of Education, the Institute for Improvement of Education, the National Education Council, the Council for Vocational and Adult Education, the National Council for Higher Education – among others) and education institutions (faculties and schools), developing exam materials, promotion and piloting of final examinations at the end of the four-year and at the end of the three-year secondary education.

Title: Technical Assistance in Support of the Governance Sector in Sierra Leone in the Areas of Civil Service Reform, Parliament and the Electoral Cycle

Contract description:

The purpose of this contract is to support the beneficiary country, Sierra Leone, with technical assistance to deliver on the following specific objectives of the 11th EDF Action Document “Support to the governance sector in Sierra Leone” (FD number):

  • Support to the electoral cycle: Consolidation of electoral and democratic reforms allowing for improved political dialogue, following elections foreseen for 2018.
  • Parliamentary Support: enhanced legislative process, institutional relevance and effectiveness of Parliament.
  • Civil Sector Reform: Civil Service institutional capacity is improved, human and financial resources of the civil service are improved and public service delivery enhanced.

Technical assistance will be carried out by a team of 4 long-term key-experts complemented by  a pool of non-key and short-term experts operating in Freetown.

Title: Technical Assistance to the Skills for Employment and Social Inclusion Programme

Contract description:

The overall programme, of which this contract will be part, includes a budget support and complementary services. A technical assistance under this contract, mobilizing a number of long and short term experts, will be provided to support the implementation of the budget support programme and to provide technical assistance and capacity building services targeting the following Ministries and institutions (Labour, Education, Higher Education, Social Development, ETVET Council Secretariat and their related institutions) as well as the social partners and CSOs.

This contract will provide capacity building & technical assistance related to the employment and technical vocational education and training (TVET) sector areas including among others governance and policy development and planning, financial and human resources management, results oriented monitoring, quality assurance and accreditation, teacher training, curricula development for employability, active labour market measures and studies, employment surveys and job matching, social partners and civil society partnership and social inclusion assistance. Professional assistance is also required for the design and the implementation of a communication strategy and for ensuring the visibility of EU assistance.

The objective is the development and implementation of a profiling model in employment centers of the Republic of Kazakhstan including rural district akimats.

The consulting firm (the Consultant) will analyze and propose a best option of the profiling model9 as the mostly appropriate for implementation through LMIS in employment centers of the Republic of Kazakhstan (including rural district akimats) as well as design a methodology for developing individual employment card and employment map.
