The Swiss Agency for Development and Cooperation will provide support for the consolidation of parliamentary democracy in Moldova

April 24, 2025, Chisinau – The Swiss Agency for Development and Cooperation will support the strengthening of the Parliament’s core functions in Moldova over the next four years. The head of the legislature, Igor Grosu, discussed with the Director of the Swiss Cooperation Office, Guido Beltrani, the recently launched “Strengthening Parliamentary Democracy in Moldova (PADEM)” Project.

The PADEM Project, implemented by a consortium led by DAI Global with Mr. Ilmārs Solims, CEO of European Projects Management Ltd. (EPM), serving as Team Leader, is structured in three basic components to enhance the institutional capacities of the Parliament. These components focus on the legislative process, parliamentary control, and representation and communication. The actions to be implemented aim to make parliamentary activity more efficient, intensify cooperation with civil society, as well as facilitate the transposition of European legislation into the national space.

The Speaker of the Parliament, Igor Grosu, expressed gratitude for the support. “We need to improve the processes within the institution, to adjust the quality to the speed with which we move, especially now, when we are in the process of negotiations with the European Union,” added the head of the legislature.

The “Strengthening Parliamentary Democracy in Moldova” project will be implemented until March 31, 2029, with potential for extension. It also includes collaboration with external partners – the Swiss Parliamentary Service, the Parliamentary Institute of the Parliament of the Czech Republic, the National Assembly of Hungary, the Parliament of Croatia, and the Parliament of Lithuania.

Award – Strengthening Parliamentary Democracy in Moldova (PADEM)

Contract Description:

The overall objective of the project is to improve the performance of the Parliament by

  • a) strengthening parliamentary oversight,
  • b) improving the quality of legislation, and
  • c) enhancing communication between the Parliament and citizens.

This is to be achieved through a combination of capacity-building, expert advice on refining parliamentary rules and processes, and measures to strengthen a culture of scrutiny, oversight and accountability in the Parliament. Punctual measures aimed at improving the endowment of IT equipment of the Parliament in order to strengthen outreach and efficiency of Parliament’s work and, in turn, the e-governance capacities of the legislative can also be foreseen.

Award – Expert Platform for Ukraine’s EU alignment

Set-up and management of an Expert Platform for Ukraine’s EU alignment in the Rule of Law, with focus on chapters 23 and 24 of the acquis communautaire

Contract Description:

Through this assignment the contractor shall provide the core elements of the “Expert Platform for the support of EU alignment in the rule of law” (EP) among some other tasks.

The EP shall be a flexible and adaptable structure bringing together EU and Ukrainian renowned legal experts and researchers, mobilising their knowledge for an effective and appropriate alignment of the Ukrainian legal framework to the EU requirements falling into the scope of Chapters 23 and 24.

The main beneficiaries of the Expert Platform are the Ministry of Justice as the lead entity on the negotiations for Chapters 23 and 24 (in particular the Deputy Minister for European Integration) as well as DPMO/GOCEEI as the lead coordinators of the entire negotiation project and the main implementation partners of the GIZ project as a whole. In addition, the EP will also benefit the Ukrainian Parliament, the Verkhovna Rada of Ukraine, and other important entities such as the Office of the President of Ukraine.

The EP’s core functions are:

Capacity Building and Support: The experts of the platform will provide trainings and workshops to improve the skills of Ukrainian officials, facilitating effective reform implemen-tation. Experts of the platform will be providing ad-hoc consultations on immediate queries to targeted interventions. Attention will be paid to the high relevance of this capacity build-ing support and formats will be developed to provide the support “on the job”, i.e., schooling activities which are immediately relevant for the work of key stakeholders.

Facilitation of Knowledge Exchange and Strategic Advice: The platform connects Ukrainian legislators with essential information on the EU acquis and local legal systems, enhancing their ability to identify and bridge legislative gaps based on the best EU practices, contributing to action plans and state strategies assuring comprehensive advice on overarching reform agenda, support in development of Road Maps, self-screening process.

Legal Advice: It offers guidance for navigating complex legal reforms, ensuring Ukrainian laws align with EU standards providing in-house capacity for specialised legal advice in a swift and flexible way. The platform will also engage in its own analysis of laws, draft laws, opinions, recommendations and other binding and non-binding documents, and may provide drafting proposals for integration into national laws

At the core, it shall resemble a managed network of internationally and nationally renowned experts (legal experts from the EU and governmental institutions, legal scholars and/or judicial practitioners such as judges, attorneys etc.) and expert institutions able to provide solution-oriented on-the-job support, coaching and mentoring for high-level staff and specialists from Ukrainian partners respectively.

Contract Description:

The purpose of this contract is to improve further the capacity of DEUFA and potential and actual beneficiaries, in order to support them in fulfilling their functions related to the IPA and future EU Structural Funds implementations. To this aim, DEUFA will be supported so that EESP SOP and financial cooperation with the EU are both managed effectively and this serves as a valuable preparation for the future management of the ESF. Also, the capacity of institutions for policy design, effective use of IPA funds, Acquis alignment and conducting evaluation and thematic monitoring activities will be increased. Apart from these, it will be provided assistance in increasing the capacity of potential/actual beneficiaries on project preparation, implementation and management. Besides, awareness of general public about the opportunities provided by EESP SOP and about its implementations and outcomes will be increased.

– Create databases at the competent education institutions in accordance w ith the
