Technical assistance to support the implementation, monitoring, and follow-up of the AGRINVEST

Position:

Key expert 3: Agronomist and M&E Specialist – Category 2

Qualifications and Skills:

  • Degree in Agronomy, Agricultural Engineering, or any other relevant field, or 10 years of experience in fields related to these sectors.
  • Specialized training in monitoring and evaluation.
  • Computer literacy.
  • Fluency in Portuguese (minimum C1) and English (minimum C1), oral and written.

General Professional Experience:

  • At least 5 years of professional experience in agriculture, agronomy, or rural development, including experience in technical assistance, advisory services, and extension work with farmers or agribusinesses.
  • At least 3 years of experience in agricultural investment programs, as well as proven experience in training farmers and technical staff on improved agricultural practices.
  • Proved experience in designing and implementing monitoring and evaluation frameworks.
  • At least 3 years of specific experience in developing and implementing performance indicators and M&E systems for agricultural projects including data collection, analysis and interpretation of quantitative and qualitative data.

Specific Professional Experience:

  • Minimum of 3 to 4 years of experience in a dual role combining agronomic expertise and M&E responsibilities (monitoring, data collection, results tracking, reporting).
  • Proven experience in agricultural project monitoring & evaluation: setting indicators, baseline/end-line data, field visits, reporting on outcomes/impacts.
  • Experience in agronomic assessments, crop performance, soil/irrigation/fertiliser management, value-chain linkages, and translating agronomic data into project-level indicators.
  • Familiarity with report writing, data analysis, stakeholder consultations, and use of digital tools/applications for field monitoring.
  • Experience with EU-funded or donor-financed agricultural projects is an advantage.

Location: Luanda-based (preferably in MINAGRIF, but still to be confirmed).
Estimated Duration & Input: 48 months – minimum 230 working days per year.
