Key expert 2: Senior evaluation expert (with Deputy Team Leader function)
Qualifications and Skills:
- A level of education corresponding to at least 5 years’ completed university studies in Economics, Political science, Social science, Development Studies or a relevant, directly related discipline;
- Strong knowledge of evaluation theories, methodologies, and best practices;
- Excellent writing and oral presentation skills in English;
- Strong analytical and problem-solving skills, with the ability to analyse complex data and draw meaningful conclusions.
- Excellent communication and interpersonal skills, with the ability to work collaboratively as part of a team;
- Strong writing and reporting skills, with the ability to produce high-quality evaluation reports;
- Experience with project management and coordination, including budgeting, scheduling, and stakeholder engagement;
- Strong knowledge of evaluation standards and guidelines, including the OECD/DAC Evaluation Criteria and the Evaluation Policy and Procedures of the European Union;
- Familiarity with gender, human-rights based approach, equality, environmental, and social inclusion considerations in evaluations.
General Professional Experience:
- At least 10 years of experience in evaluation in the development sector;
- Proven experience as a team leader or deputy team leader in complex evaluation assignments;
- Experience with monitoring and evaluation methodologies, including portfolio, impact, effectiveness, and efficiency evaluations.
Specific Professional Experience:
- Experience with data collection and analysis, including surveys, interviews, and focus groups;
- Experience and knowledge of EU development policy, cooperation programmes and procedures.
