Key Expert 1: Team leader

Project Title:

Advisory Services for Resilient Agri-Food Systems 2.0 (ASRAFS 2.0)

Location:

Multi-Country

Position:

Key Expert 1: Team leader

S/he will be the main interlocutor of INTPA.F3 for the management of the contract and responsible for ensuring high quality services and deliverables. This person will provide the strategic vision of the assignment, supervise and coordinate the inputs of the key experts and non-key experts. S/he will proactively advise on the development and implementation of effective approaches and activities.

This will include, among others:

  • strategic steering and management of the assignment as a whole, carrying out a major part of the day-to-day work, dispatching tasks to the other experts of the team;
  • preparation of specific studies and fulfilment of other support tasks requested by INTPA.F3;
  • supervise the elaboration, production and quality control of the services provided and deliverables produced;
  • ensure the timely preparation of work plans and implementation reports;
  • contribute to the coordination of support provided by the five components of the Green Deal Knowledge Hub – Farm to Fork (see 1.4).

Qualifications and Skills:

  • Master’s (or equivalent) degree in Agricultural sciences, economics, sustainable development studies, or directly related disciplines, or Bachelor’s degree in the same fields plus four years of relevant professional experience, in addition to the minimum general professional experience requirements mentioned below.
  • Fully computer literate, proficient user of Microsoft Office, collaborative tools and good
    understanding of database software.
  • Fluency in English, at least C1 Level (reading, writing, speaking).
  • Fluency in French, at least C1 Level (reading, writing, speaking).
  • B2 Level (reading, writing, speaking) in Spanish or Portuguese will be considered as an asset.

General Professional Experience:

  • At least 10 years of professional experience in policies, programmes and projects related to SAAFS/FNS.
  • At least 5 years of field experience in countries on the DAC list of ODA recipients.

Specific Professional Experience:

  • At least 5 years’ of experience in leading teams of experts as well as managing multiple short term assignments at the same time.
  • At least 2 field experiences of more than 6 months in managing EU-funded projects or programmes.

Key expert 4: Junior expert to support with technical coordination and reporting

Project Title:

Technical support (including on ‘evaluations’) to manage the Support Measures (Technical Assistance Component) for the Multiannual Indicative Programme for Sub-Saharan Africa (SSA MIP)

Location:

Sub-Saharan Africa

Position:

Key expert 4: Junior expert to support with technical coordination and reporting

Qualifications and Skills:

  • A level of education corresponding to at least 5 years’ completed university studies in Economics, Political science, Social science, Development Studies or a relevant, directly related discipline;
  • Excellent communications skills;
  • Excellent writing and oral presentation skills in English;
  • Experience related to Sub-Saharan Africa is an advantage;
  • Experience in project management (including coordination and/or planning, note-taking and reporting, liaising with experts and stakeholder groups, assisting with organisation of events)

General Professional Experience:

  • At least 3 years of professional experience.

Specific Professional Experience:

  • Experience and knowledge of EU development policy is an asset;
  • Experience with database management is an asset;
  • Experience with Microsoft Excel is a strong asset.

Technical support (including on ‘evaluations’) to manage the Support Measures (Technical Assistance Component) for the Multiannual Indicative Programme for Sub-Saharan Africa (SSA MIP)

Location:

Sub-Saharan Africa

Position:

Key expert 3: Senior expert to support with management and coordination of the SSA MIP

Qualifications and Skills:

  • A level of education corresponding to at least 5 years’ completed university studies in Economics, Political science, Social science, Development Studies or a relevant, directly related discipline;
  • Demonstrated excellent communications and negotiating skills;
  • Excellent writing and oral presentation skills in English;
  • Excellent leadership skills and proven successful experience in project coordination and team management;
  • Excellent communication skills and experience in establishing good working relationships with a wide range of stakeholders at national and global levels. Experience related to Sub-Saharan Africa is an advantage;
  • Expertise in project management (including coordination, planning, note-taking and reporting, liaising with experts and stakeholder groups, drafting ToRs for the provision of short-term technical expertise and organising the selection of experts, assisting the experts in the organisation of events).

General Professional Experience:

  • At least 8 years of professional experience in implementation and overall management and coordination of regional and/or multi-sector development policies or programmes;
  • At least 5 years’ experience in strategic coordination related to the above professional skills.

Specific Professional Experience:

  • Experience and knowledge of EU development policy, cooperation programmes and procedures;
  • Experience with monitoring and reporting systems of complex and/or multi-sectoral programmes;
  • Experience with database management and reporting dashboards is a strong asset;
  • Advanced user experience with Microsoft Excel is a strong asset.

Key expert 2: Senior evaluation expert (with Deputy Team Leader function)

Project Title:

Position:

Key expert 2: Senior evaluation expert (with Deputy Team Leader function)

Qualifications and Skills:

  • A level of education corresponding to at least 5 years’ completed university studies in Economics, Political science, Social science, Development Studies or a relevant, directly related discipline;
  • Strong knowledge of evaluation theories, methodologies, and best practices;
  • Excellent writing and oral presentation skills in English;
  • Strong analytical and problem-solving skills, with the ability to analyse complex data and draw meaningful conclusions.
  • Excellent communication and interpersonal skills, with the ability to work collaboratively as part of a team;
  • Strong writing and reporting skills, with the ability to produce high-quality evaluation reports;
  • Experience with project management and coordination, including budgeting, scheduling, and stakeholder engagement;
  • Strong knowledge of evaluation standards and guidelines, including the OECD/DAC Evaluation Criteria and the Evaluation Policy and Procedures of the European Union;
  • Familiarity with gender, human-rights based approach, equality, environmental, and social inclusion considerations in evaluations.

General Professional Experience:

  • At least 10 years of experience in evaluation in the development sector;
  • Proven experience as a team leader or deputy team leader in complex evaluation assignments;
  • Experience with monitoring and evaluation methodologies, including portfolio, impact, effectiveness, and efficiency evaluations.

Specific Professional Experience:

  • Experience with data collection and analysis, including surveys, interviews, and focus groups;
  • Experience and knowledge of EU development policy, cooperation programmes and procedures.

  • Demonstrated excellent communications and negotiating skills;
  • Excellent writing and oral presentation skills in English;
  • Excellent leadership skills and proven successful experience in project coordination and team management;
  • Experience in establishing good working relationships with a wide range of stakeholders at national and/or global levels. Experience related to Sub-Saharan Africa is an advantage;
  • Coordination skills, such as ability to provide guidance and build a connected and informed team able to address all matters related to planning, delivery and sustainability of the services;
  • Expertise in project management (including coordination, planning, note-taking and reporting, liaising with experts and stakeholder groups, drafting ToRs for the provision of short-term technical expertise and organising the selection of experts, assisting the experts in the organisation of events);
  • Experience and knowledge of the financial and administrative requirements of EU contracts.

General Professional Experience:

  • At least 10 years of professional experience, covering identification, formulation, implementation, monitoring and evaluation of policies, programmes and projects in areas related to the SSA MIP priority areas or its components;
  • At least 5 years’ experience in strategic coordination related to the above professional skills.

Specific Professional Experience:

  • Demonstrable expertise in leading technical teams and programmes, and ensuring coherence with international partners and initiatives;
  • Experience and knowledge of EU development policy, cooperation programmes and procedures.
