Contract description:

Technical Assistance will be required to support the Ministry of Education of the Republic of Azerbaijan in set-up a functional NQF with the following specific objectives:

  • To ensure effective implementation of NQF
  • To introduce relevant education standards in pilot sectors
  • To ensure education standards support competency-based education provision
  • To improve access to lifelong learning through flexible provision, alternative progression pathways and recognition of prior learning
  • To improve assessment and QA of assessment and certification processes
  • To provide effective information and guidance for employers/sectors, providers and learners to use the NQF

Title: Improving legislative framework for effective civilian oversight

Contract description:

The project shall provide enduring, pertinent and vigorous technical assistance to Parliament of Georgia to advance legislative framework for effective civilian oversight over security sector, strengthening oversight capacity of Parliament and strengthening interaction between Parliament and civil society on matters of security sector oversight in line with Georgia’s international commitments. The specific purpose is to assist the Parliament of Georgia in advancing primary and secondary legislation and practices of oversight over and democratic accountability of the security sector to strengthen the rule of law and human rights protection, as well as to assist in the advancement of Parliamentary capacity and human resources to oversee the entire security sector and its ancillary departments in relation to legality, efficacy, efficiency, budgeting and accountability, conformity with Georgia’s international and domestic Human Rights legal basis.

Shortlist – TA to Support Education Sector Reform in Morocco

Title: Technical assistance to support education sector reform in Morocco

Location: Morocco

Contract description:

The specific aim of this contract is to recruit a technical assistance team for the ‘Éducation II’ programme. This will consist of providing a team of 4 main experts and a pool of secondary experts (permanent and temporary, senior and junior) in the various fields covered by the programme, in order to achieve the results of the ‘Éducation II’ programme.

Result 1: equal access to basic education (mainly preschool, primary and lower secondary education) is expanded:

  • preschool education in rural areas is developed,
  • schooling and individual assistance for vulnerable children in difficult circumstances and with special needs are strengthened,
  • the quality and effectiveness of social support services are promoted,
  • compulsory schooling for girls is consolidated.

Result 2: the quality of the education system is improved:

  • language learning and the teaching of science, technology and mathematics are strengthened,
  • examination, learning assessment and certification systems are developed,
  • the level of competence and the performance of teaching and managerial staff are improved.

Result 3: the governance of the education system is modernised:

  • the autonomy and performance of schools are strengthened,
  • the institutional governance and human resources management of the education system are strengthened.

It should be noted that the technical assistance teams, in particular the team of main experts, will have just as many tasks to support the successful implementation of the project (e.g. supporting coordination, monitoring, etc.) as technical assistance tasks (strengthening capacities, conducting studies, leading communication and visibility initiatives, organising study trips, setting up information systems, etc.).

Shortlist – Strengthening the Public Sector for Cooperation with CSOs in Turkey

Title: Technical Assistance for Strengthening the Public Sector for Cooperation with CSOs

Contract description:

The overall objective of the project is to strengthen the democratic and policy making process of public institutions in line with the European Union values and pluralism. More specifically, the project will contribute to strengthen the capacity of key public institutions for communicating and collaborating with civil society at both central and local level. In this respect, the Contractor will provide services for increasing i) the level of awareness of the senior officials of local administrations and CSO representatives about the importance of the civil society participation to the decision-making mechanisms, ii) the understanding of concept and role of civil society amongst senior public officials and iii) the number of joint projects implemented between CSOs and public institutions; the creation of an online platform of “Knowledge Hub” which will be used by the Ministry of Interior (MoI) staff at local and central level to share knowledge and experience on CSO cooperation. The Contractor will also improve the institutional capacity of the MoI and Ministry for EU Affairs (MEUA) staff, local administrations and other stakeholders through study visits, trainings, workshops, seminars and awareness-raising activities.

Award – Enhancing the Employability of Youth and Unemployed in Egypt

European Projects Management Ltd. has been awarded the EuropeAid project contract in Egypt, in consortium with the European Profiles S.A.:

Project Title: Enhancing the Employability of Youth and Unemployed / Low-Skilled Workers, and Improving their Transition to Employment

Project Reference: EuropeAid/137387/IH/SER/EG

Value of the Contract: 4 310 000 EUR

The purpose of the contract is to improve the structure and performance of the TVET system to better respond to Egypt’s new socio-economic needs, and in particular, boosting the employability of youth and increasing the country’s competitiveness.

The overall objective of this contract:

  • Developing a methodology to identify, collect, structure and analyse the demand for skills; testing/experimenting/implementing the identified methodology in pilot economic sectors (Tourism, Renewable Energies, Building & Construction, Agribusiness, Food processing and Engineering including RMG), selected on the basis of their potential for growth and employment;
  • Based on the results of studies carried out to identify the needed skills, occupational requirements and existing gaps in the selected pilot sectors, developing / adjusting skills programmes in order to meet the labour market needs and to contribute to the employment of youth/job seekers as well as to the up-skilling of workers;
  • Developing and operationalising career guidance and counselling services in the TVET institutions;
  • Initiating a national structure responsible for the Labour Market Information System (LMIS) and operationalising the LMIS;
  • Reviewing, activating and enhancing the Ministry of Technical Education and Training (MoTET) transition to employment units at the central, governorates, and schools levels.
