Key Expert 4: Expert in SAAFS and FNS’ policies and initiatives, and knowledge and data management

Position:

Key expert 4: Expert in SAAFS and FNS’ policies and initiatives, and knowledge and data management

Qualifications and Skills:

  • Master’s (or equivalent) degree in Agriculture, Statistics, Economics, Political or Social sciences or other discipline related to statistics / information systems of SAAFS/FNS. In its absence, Bachelor’s degree in the same fields plus four years of relevant professional experience, in addition to the minimum general professional experience requirements mentioned below
  • Fluency in English, at least C1 Level (reading, writing, speaking).
  • Fluency in French, at least C1 Level (reading, writing, speaking).
  • Proficiency in spreadsheets (statistical tools, functions, formulas, data, pivot tables, etc.) and in word processing (editing, styles, publishing, references, etc.) would be an asset.

General Professional Experience:

  • At least 10 years of professional experience in SAAFS/FNS themes from a research perspective, and/or in relation to SAAFS/FNS programme design and implementation, and/or in relation to SAAFS/FNS policy implementation, reporting and communication.
  • At least 5 years of experience working in / supporting SAAFS-related programmes in partner countries.

Specific Professional Experience:

  • At least 5 years of professional experience covering the research or evidence-building of policies, programmes and projects in areas related to SAAFS and FNS.
  • Proved knowledge of EU global policy framework and initiatives for FNS and SAAFS in external action would be an asset.

Project Title:

Key expert 3: Expert in investment and innovative finances in sustainable agriculture

Qualifications and Skills:

  • Master’s (or equivalent) degree in economics, finance and/or other related fields, or Bachelor’s degree in the same field plus four years of relevant professional experience, in addition to the minimum general professional experience requirement mentioned below.
  • Fluency in English, at least C1 Level (reading, writing, speaking).
  • Fluency in French, at least B2 Level (reading, writing, speaking).
  • B2 Level (reading, writing, speaking) in Spanish, Portuguese and/or Arabic would be an asset.

General Professional Experience:

  • At least 10 years of professional experience in the areas of investment operations in SAAFS and FNS policy.

Specific Professional Experience:

  • At least 5 years of experience with sector approaches for rural development sector policy (analysis and/or public expenditure sector review, budget support), or investment in agro-food initiatives and food security and nutrition (blending operations, private/public partnership) in EU’s partner countries.
  • At least 2 years of experience in identification and operationalisation of financing mechanisms in external assistance, involving private sector or public/private partnership.
  • Experience with at least 5 projects with banks or financing institutions notably with blending or derisking.

Key expert 2: Expert in design, identification, formulation, monitoring and evaluation of aquatic-agri-food systems, food and nutrition security programmes

Qualifications and Skills:

  • Master’s (or equivalent) degree in agriculture, economics, agricultural economics or directly related discipline, or Bachelor degree in the same field plus four years of relevant professional experience, in addition to the minimum general professional experience requirements mentioned below.
  • Fluency in English, at least C1 Level (reading, writing, speaking). Ability to work in English,
    with strong drafting skills required to draft high standard documents compliant with EU
    corporate style.
  • Knowledge of French, at least B2 Level (reading, writing, speaking). Ability to work in French.
  • B2 Level (reading, writing, speaking) in Spanish or Portuguese would be an asset.

General Professional Experience:

  • At least 10 years of professional experience working in development cooperation or humanitarian assistance.
  • At least 5 years of experience working in / supporting SAAFS-related programmes in least
    developed or middle-income countries.

Specific Professional Experience:

  • At least 5 years of professional experience covering the research, design, formulation, implementation, monitoring and evaluation of policies, programmes and projects in areas related to SAAFS and FNS.
  • At least 3 years of experience with international organisations, governments or intergovernmental organisations, or other organisations providing institutional support to States and/or parastatal structures.
  • Experience with programmes supported by the EU external action instruments would be considered an asset.

Key Expert 1: Team leader

Project Title:

Advisory Services for Resilient Agri-Food Systems 2.0 (ASRAFS 2.0)

Position:

Key Expert 1: Team leader

S/he will be the main interlocutor of INTPA.F3 for the management of the contract and responsible for ensuring high quality services and deliverables. This person will provide the strategic vision of the assignment, supervise and coordinate the inputs of the key experts and non-key experts. S/he will proactively advise on the development and implementation of effective approaches and activities.

This will include, among others:

  • strategic steering and management of the assignment as a whole, carrying out a major part of the day-to-day work, dispatching tasks to the other experts of the team;
  • preparation of specific studies and fulfilment of other support tasks requested by INTPA.F3;
  • supervise the elaboration, production and quality control of the services provided and deliverables produced;
  • ensure the timely preparation of work plans and implementation reports;
  • contribute to the coordination of support provided by the five components of the Green Deal Knowledge Hub – Farm to Fork (see 1.4).

Qualifications and Skills:

  • Master’s (or equivalent) degree in Agricultural sciences, economics, sustainable development studies, or directly related disciplines, or Bachelor’s degree in the same fields plus four years of relevant professional experience, in addition to the minimum general professional experience requirements mentioned below.
  • Fully computer literate, proficient user of Microsoft Office, collaborative tools and good
    understanding of database software.
  • Fluency in English, at least C1 Level (reading, writing, speaking).
  • Fluency in French, at least C1 Level (reading, writing, speaking).
  • B2 Level (reading, writing, speaking) in Spanish or Portuguese will be considered as an asset.

General Professional Experience:

  • At least 10 years of professional experience in policies, programmes and projects related to SAAFS/FNS.
  • At least 5 years of field experience in countries on the DAC list of ODA recipients.

Specific Professional Experience:

  • At least 5 years’ of experience in leading teams of experts as well as managing multiple short term assignments at the same time.
  • At least 2 field experiences of more than 6 months in managing EU-funded projects or programmes.

The contract will accompany initiatives of partner countries transitioning to more sustainable aquatic and agri-food systems through the provision of timely, targeted, actionable, and high quality on-demand advisory services.
