European Projects Management Ltd. (EPM) is a management and development consultancy with its main office in Riga, Latvia. Established in 2007, EPM has since delivered technical assistance across Eastern Europe, the Western Balkans, the Caucasus, Turkey and Sub-Saharan Africa, funded by the European Union (EuropeAid/EU Delegations, EDF), the World Bank, GIZ on behalf of the German Federal Foreign Office, and the Swiss Agency for Development and Cooperation (SDC).
We specialise in professional institutional capacity development, practical training programmes, policy reform advisory, and sustainable knowledge transfer — including programming and coordination related to EU financial assistance.
Our work spans governance and public administration, education, VET and training, justice and legislation, EU accession, employment and social policy, agriculture and rural development, and information and communication technologies, across Eastern Europe, the Western Balkans, the Caucasus, Turkey, Central Asia and Sub-Saharan Africa.
Our clients range from line ministries, parliaments and EU Delegations to employment agencies, judiciaries, ombudsman offices, statistics offices and other national institutions, mainly in transition and developing countries.
EPM has four qualified in-house staff and a wider network of associate experts across various fields. A full-time Managing Director supervises the quality and smooth execution of all projects under our management, supported by experienced staff who provide the full range of backstopping services and assistance required by specific assignments.
We maintain an extensive network of institutional partners from the Baltic States and beyond. By working closely with public institutions across the region, we gain direct access to expert resources and the commitments of partner institutions — and the opportunity to invite their experts as long-term or short-term experts on EU projects. We also work with Latvia’s national statistics office, supporting data- and evidence-based policy work.
Organising experience-exchange programmes, study visits, internships and training is one of EPM’s strongest competences, giving project teams practical exposure to EU Member State practice.
Sustainable knowledge transfer. Project success rests largely on the sustainable transfer of knowledge — EU and international best practice, know-how and practical experience. We tailor our tools, methodologies and training to the specific needs of each client, with a consistent focus on practical, applicable skills rather than one-off outputs.
Building on existing foundations. Our approach is based on facilitation: the client knows its local circumstances, challenges and needs best. Our role is to provide the knowledge, skills and tools that help institutions make the changes they need, and to embed those changes in permanent systems — the digital platforms, monitoring frameworks and trained staff that outlast the project itself.
Project management and quality assurance. Our services are backed by a robust in-house project management process, including a project management application, proven quality assurance methodologies, and a professional, dedicated team committed to delivering quality results and lasting value for clients.
Since 2007 we have implemented a large number of EuropeAid and other donor-funded projects in various areas. Our current portfolio includes parliamentary strengthening in Moldova (PADEM), EU-alignment in Ukraine’s rule of law (3E4U), capacity building for EU funds management in Turkey, and sector reform contracts in North Macedonia and South Africa. Recent implemented projects range from the Chilungamo justice and accountability programme in Malawi to education reform across Central Asia and the Caucasus.
Managing Director
Ilmars has over 20 years' experience in EU integration and legal approximation across the EU, IPA and Eastern Partnership countries. He has led EPM's team and expert teams on more than 30 large-scale projects, and currently serves as Team Leader on the PADEM parliamentary-strengthening programme in Moldova.
Business Development Manager
Reinis has more than 16 years' experience in project management across the public and private sectors, including over seven years implementing EU-funded projects in e-government, social security and labour market. He joined EPM in 2016 and leads business development, tender preparation and project coordination.
Project Manager's Assistant
Nelda has more than 13 years' experience in national and international project design, management, expert recruitment and evaluation. In the public sector since 1998, she joined EPM in 2013 and supports administrative management and project coordination.
