Contract Description:

Improve the quality of the secondary education system in the Republic of Serbia by reviewing, updating and/or introducing national final examinations in order to contribute building a knowledge-based society.

This will be done through strengthening the capacities of the Ministry of Education, Science and Technological Development and other relevant national stakeholders (notably the Institute for Evaluating the Quality of Education, the Institute for Improvement of Education, the National Education Council, the Council for Vocational and Adult Education, the National Council for Higher Education – among others) and education institutions (faculties and schools), developing exam materials, promotion and piloting of final examinations at the end of the four-year and at the end of the three-year secondary education.

Title: Policy and Legal Advice Center

Contract description:

The Contract aims at fostering the process of accession negotiations of the Republic of Serbia by supporting the effective alignment of national legislation with the acquis and its implementation and by further building the capacities of involved stakeholders — carriers ofEU integration process in Serbia.

The Contract will provide assistance in:

  • enhancing compatibility of national legislation with EU legislation and its effective implementation.
  • strengthening capacities of relevant national structures for successful carrying out of accession negotiations.

The main Beneficiary will be the Serbian Ministry of the European Integration.

The main activities will be to provide support to national administration in drafting Acquis-compliant legislation, including timely elaboration of necessary by-laws, instructions and other interpretative materials, training plans and other instruments necessary for implementation of adopted legislation, preparing national administration for the practical aspects and challenges in the implementation of harmonised regulations, support in establishing functional coordination mechanisms to facilitate implementation and support of national negotiating structures in preparation for the meetings of intergovernmental conference intended for the provisional closure of respective chapters,

Shortlist – Education Reform in Serbia

Title: Capacity building of relevant institutions under the Sector reform contract for Education Reform in Serbia – strengthening links with employment and social inclusion

Contract description:

The contract is to support the Beneficiaries (namely the Ministry of Education, Science and Technological Development, Institute for Development of Education, Institute for Evaluation of the Quality of Education, National Councils in charge of education) to ensure a timely, efficient and effective implementation of the Sector Reform Performance Contract (SRPC) to be implemented under the IPA 2016 national programme.

The contract will aim to support the implementation, coordination and monitoring of the education reform agenda, including: a) building institutional and human capacity building of key institutions to apply a sector-wide approach in the education sector; b) supporting better evidence-based policy making, monitoring and reporting in education; c) supporting the improvement of quality assurance mechanisms across the education sector; d) providing support for raising awareness and visibility of education reforms and their benefits for Serbian citizens, and e) supporting an effective implementation of the SRPC and maintaining a continued policy dialogue.

Shortlist – Preschool Education System Reform in Serbia

Title:Support to Preschool Education System Reform

Location: Serbia

Contract description:

The purpose of this contract is to help the Republic of Serbia to further develop preschool education system in 50 Local Self Governments (LSGs). At least three main results are expected:

  1. Professional capacities of LSGs to plan and manage preschool education strengthened. This should comprise at least the following activities:
    • Trainings and consultation for at least 200 responsible persons in 50 LSGs on development and implementation of local strategy and/or action plan and on optimisation, adequate management and budgeting of the network of preschool institutions on local level,
    • Preparation of guidelines for development of local preschool strategies and action plans,
    • Development and implementation of awareness raising campaign on importance of involving children in preschool education, especially vulnerable groups,
    • Support for the preparation of the network optimisation act for each LSG, including analytical work for its preparation.
  2. Professional competences of preschool institutions staff improved in line with Preschool Curriculum Framework. This should comprise at least the following activities:
    • Trainings for 1500 teachers and 100 mentors for the implementation of the new Preschool Curriculum Framework,
    • Support 50 of preschool institutions to develop their diversified preschool programs in line with the new Preschool Curriculum Framework,
    • Develop informative guidelines and webpages for at least 25 preschool institutions
  3. Legislative framework in accordance with the new laws and the new Preschool Curriculum Framework developed. This should comprise at least support for the preparation of relevant by-laws.
